Zelfstandigenwet 2028: the two tests explained

The Zelfstandigenwet bill uses two tests. The self-employment test looks at you as an entrepreneur (KvK, VAT number, at least three clients in two years, financial buffer). The work-relationship test checks per assignment whether you are free in how, when and where you work. Consultation ran 1–29 October 2026; planned start 1 January 2028. Until then the Wet DBA applies.
